Kruger breaks ground on 196MW Saint-Paul-de-Montminy wind farm

Kruger Energy has officially commenced construction on the Saint-Paul-de-Montminy wind farm, a significant project in Quebec's Chaudière-Appalaches region. With an investment exceeding C$580 million, the 196-megawatt (MW) facility marks a major step forward in the province's renewable energy ambitions. The groundbreaking initiates a construction phase that is expected to create over 300 jobs and bring Kruger Energy's total investment in Canadian wind power to $1.5 billion since 2008. The project is being developed in partnership with the Alliance de l'énergie de l'Est and Potentia Renewables.
The wind farm will be situated across the municipalities of Saint-Paul-de-Montminy, Notre-Dame-du-Rosaire, and Sainte-Apolline-de-Patton. Plans call for the installation of 28 turbines, each with a capacity of 7 MW. Development began after the project received authorization from the Government of Quebec in February 2026, building on a power purchase agreement finalized with Hydro-Québec in April 2024. Initial preparatory work is now underway, including site clearing and preliminary efforts on the collector system and transmission lines.
Upon its scheduled commissioning in December 2027, the Saint-Paul-de-Montminy wind farm is projected to generate enough clean electricity to power approximately 39,000 homes. This new supply will feed into the provincial grid under a 30-year contract with Hydro-Québec, contributing directly to Quebec's goals for decarbonization and energy transition. The project is one of several large-scale wind initiatives intended to help meet the province's target of doubling its energy production by 2050.
The project involves several key stakeholders, including Kruger Energy, a subsidiary of Kruger Inc. that specializes in renewable power plants. Partners include Potentia Renewables and the Alliance de l'énergie de l'Est, a group that comprises 16 regional county municipalities and the Wolastoqiyik Wahsipekuk First Nation. This collaborative structure is designed to ensure that economic benefits, such as job creation and long-term revenue, are shared with the local communities hosting the infrastructure. The project follows a model of integrating renewable energy development with local economic growth.
With construction now active, the next major milestone for the project will be the erection of the turbines, leading up to the operational launch by the end of 2027. The successful completion of the Saint-Paul-de-Montminy farm will bolster Kruger's portfolio, which already includes operational wind farms in Quebec and Ontario with a combined capacity of over 325 MW. The project's progress will be closely watched as a key component of Hydro-Québec's broader strategy to add significant new wind and renewable sources to its grid over the next decade.
